This training provides a comprehensive, practical walkthrough of Budget Based Rent Adjustments (BBRAs) for HUD Multifamily Project Based Section 8 and PRAC properties, focusing on how to develop, justify, and submit a complete and defensible budget package. Participants will gain a clear understanding of regulatory requirements, timing considerations, and documentation expectations, while also exploring how HUD and Contract Administrators evaluate submissions behind the scenes. The session breaks down the HUD 92547A budget form, explains how operating expenses translate into approved rents, and highlights key differences between PRAC and PBRA programs. Designed for both new and experienced professionals, this course emphasizes real-world application, common pitfalls, and strategies to ensure submissions are accurate, timely, and aligned with HUD guidance.

Rhanda Mckown, Director of Affordable Housing at LeadingAge Southeast

Rhanda McKown is an affordable housing professional with over 25 years of industry experience. She is currently Director of Affordable Housing for LeadingAge Southeast supporting senior (55+) property organizations in Florida, Alabama, Louisiana, and Mississippi. Having spent 15 years working for a Performance Based Contract Administrator conducting Management and Occupancy Reviews, her technical expertise also includes Auto OCAF rent adjustments, Special Claims, Budget Based Rent Adjustments, and contract renewals. She has deep experience with HUD multifamily housing programs and specializes in properties subject to HUD Handbook 4350.3. Rhanda is nationally recognized for designing and leading high impact educational programs. She serves on her local Affordable Housing Advisory Committee and previously worked at the Florida Housing Finance Corporation as Director of the Affordable Housing Study Commission and developing portions of the agency’s records retention program.


Learning Objectives

By the end of this training, participants will be able to:

  1. Explain the purpose, timing, and regulatory framework of Budget Based Rent Adjustments for both PRAC and Project Based Section 8 programs.
  2. Identify all required components of a complete BBRA submission package, including supporting documentation and tenant notification requirements.
  3. Analyze the HUD 92547A budget worksheet to accurately project operating expenses and justify requested rent increases.
  4. Differentiate between PRAC and PBRA program requirements, including unique documentation, funding considerations, and compliance expectations.
  5. Apply HUD methodologies to understand how budgets are translated into approved rent levels and recognize common errors that may delay or reduce approval.

There is a $50 administrative fee for each cancellation or refund. Substitutions will be accepted at no additional fee.
