The Moving From Survey to Regulation workshop is a forum for LeadingAge Florida and the Agency for Health Care Administration to share actual examples of non-compliance with CMS regulations through review of survey findings from 2016. The focus will be helping facilities understand the regulations and interpretive guidelines and putting systems in place to assure compliance with nursing, social services, dietary, physician services, laundry, environmental services and activities. The workshop provides an opportunity for providers to receive clarification on regulation interpretation from the Agency for Health Care Administration.

Learning Objectives:

  • Understand how to use the CMS interpretive guidelines to ensure compliance with regulations
  • Discuss the systems and process monitoring tools used to determine compliance
  • Differentiate between regulation, rumor, preferences and myths

Speakers:
Connie Cheren, RN, MSW, is LeadingAge Florida’s Clinical & Compliance Specialist. She is available free of charge to all LeadingAge members as a value-added service, to help answer questions before, during and after surveys anytime throughout the year. She helps nursing home and assisted living members improve regulatory compliance and clinical outcomes and to offer suggestions about survey results and corrective plans of action. Additionally, Connie is the President of Quality Care Assurance, Inc. where she has helped hundreds of long-term care facilities and thousands of long-term care professionals, nationwide, to understand and successfully meet state and federal standards. Using experience gained in developing and implementing innovative regulatory systems for Illinois and Florida, developed new facility assessment protocols and procedures and materials to teach improved care planning and restorative care. Connie developed a variety of advanced approaches for streamlining facility management, clinical care practice, quality assurance/ continuous quality improvement, and risk management, while enhancing regulatory compliance. Connie is widely recognized as a leader in the effort to make restorative and rehabilitative care a “theory in use” and for contributions to improve the quality of long-term care.

Kimberly Smoak, QIDP, MSH has been with the Agency for Health Care Administration (Agency) since 1995. Currently, she is the Chief of Field Operations. She is responsible for monitoring quality improvement/quality assurance indicators for the Division, training of survey staff and other Division staff, data management and support functions. Kim develops and implements strategies to improve consistency among the field offices and the program units as those functions relate to the Survey and Certification functions of the Agency under contract with the federal Centers for Medicare and Medicaid Services (CMS), in addition to monitoring state requirements and timeframes. She is a Certified CMS QIS Instructor for the QIS Survey Process and the federal Basic Long-Term Care.

Mary Maloney is a Registered and Florida Licensed Dietitian/Nutritionist who works for the Agency for Health Care Administration, Division of Health Quality Assurance. She has been employed with the Agency for over 25 years. Mary is based out of the St. Petersburg office, but travels the state of Florida, conducting surveyor training, quality improvement activities, and health facility surveys. Her expertise is nursing home regulation, as well as hospitals, assisted living facilities, and intermediate care facilities for individuals with intellectual disabilities. She is a CMS (Centers for Medicare and Medicaid Services) Certified QIS (Quality Indicator Survey) Trainer and a faculty member for the CMS QIS Basic Long-Term Care Training provided to all new surveyors nationally. She has held numerous leadership and board positions with district and state dietetic associations.

Contact Hours: LeadingAge Florida is providing up to 6 contact hours of credit for nursing home administrators, nurses and clinical social workers licensed in Florida.

Registration Fee: LeadingAge Florida member early bird discount rate is $125 and prospective member rate early bird discount rate is $225. After Oct. 4, 2016, the rate increases by $50.00. Includes lunch and educational materials, and a certificate of attendance.

Cancellations/Refunds/Substitutions
There is a $50 administrative fee for each cancellation or refund. All cancellations must be in writing. Substitutions will be accepted at no additional fee. Due to costs incurred related to the workshop, no refunds will be issued after September 30, 2016. All cancellations and substitution requests must be sent to info@LeadingAgeFlorida.org or faxed to (850) 671-3790.
